FTA Region 7 Regional Administrator

Carrie Butler joined the Federal Transit Administration in September 2024 as the Regional Administrator for Region 7. She and her team oversee the federal funding for Iowa, Kansas, Missouri, and Nebraska. The office provides grant development and program management in support of our community partners.

Ms. Butler has over 25 years of service in the public transportation industry in both the public and private sectors.  She most recently served as the Chief Executive Officer and Executive Director of the Transit Authority of River City in Louisville, KY.  She also previously served as the General Manager of Lextran in Lexington, KY. 

Throughout Ms. Butler’s career, she built a successful record of working closely with senior leaders, elected officials, and stakeholders across organizations to provide quality transit service. She is a proven leader in organizational development and effective change management, which has allowed her to balance excellent customer service with financial stewardship and oversight. Ms. Butler enjoys leveraging her planning background and frequently champions quality-of-life improvements by blending equity and environmental sustainability planning.  

Ms. Butler has been involved in the national public transportation community, serving on the American Public Transportation Association (APTA) Board of Directors as well as other committees and ad-hoc working groups. She’s also served as a Transit Cooperative Research Program panel member on several research panels. 

Ms. Butler has a Master’s degree in Urban and Regional Planning from Florida State University and a Bachelor’s degree in Economics from Bellarmine University.
