EEO Circular Notification to Grantees
Date: 5/12/2017
Number: 2017-04
You may have recently received a message from FTA’s Office of Civil Rights regarding the new EEO information, resources, and submission schedule. To ensure that Region III grantees are aware of this important information, we are providing follow-up information.
The FTA Office of Civil Rights issued additional resources related to the revised EEO Circular (FTA Circular 4704.1A).
Submission Schedule
To address the Program submission threshold changes in the updated EEO Circular, FTA has set a new EEO Program submission schedule. All Programs will be due on March 1 of the year listed. EEO Programs will then be due to FTA every four years after the year listed. A second list notes those grantees required to "prepare and maintain" abbreviated EEO Programs under the updated EEO Circular. If you have any questions regarding your entity’s status or submission dates, please contact your FTA Regional Civil Rights Officer.
Frequently Asked Questions
FTA has issued a Frequently Asked Questions (FAQ) document that answers questions submitted to FTA regarding the updated EEO Circular, but is not exhaustive. If you have any other questions about the Circular, please submit your question through the Contact Us tool on FTA’s website and select "Civil Rights & Accessibility" in the "Category" box.

Based on feedback received from recipients, some language in the updated Circular has been clarified. These clarifications are specified in the FTA Fiscal Year 2017 Apportionments, Allocations, Program Information, and Interim Guidance (pp. 6713-6714) published in the Federal Register on January 19, 2017.
Please note that per the link in the Submission Schedule above, all grantees will be able to view the date of their next EEO program submission, which is based on a quadrennial period. If you have any questions, please contact Lynn Bailey, Region III Civil Rights Officer, 215-656-7121.
