Turnkey is a project delivery system to expedite scheduling, control costs and better allocate and manage implementation risks. Following provisions in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) for the Turnkey Demonstration Program, FTA selected five demonstration transit projects and drafted resource papers on financing, project management control, identification and management of risk, value engineering and quality assurance/quality control, and procurement and environmental considerations. This report presents those resource papers.
