Q. We plan to use a 2-step procurement process with the 2nd step being an RFP phase which will include pricing. We will first issue an RFQ and cut 10 contractors to 5 based on qualifications. Then those 5 will submit technical and price proposals and from that group we will place the top 3 offerors under contract with each of them competing for each individual project as they come up. Is it appropriate to use this procurement method using FTA funds?
A. There is no problem with narrowing the field using qualifications and then asking for detailed price and technical proposals from the best qualified.
