Are there any specific time requirements mandated by FTA in regard to the length of time that bidders are given to respond to Invitation for Bids, Request for Proposals, etc. (For instance 2 weeks, 3 weeks)?
FTA has no specific requirements for establishing time periods for bidder responses to an IFB or RFP. Grantees must use their best judgment to establish a reasonable period of time that will allow interested bidders sufficient time to prepare bids or proposals. While 30 days seems to be an industry norm for a the majority of procurements, more complex projects may require more time and lower value procurements of commercial items or routine services could be solicited with responses in less than 30 days. Your agency will have to determine what vendors need in terms of response times, and you should seek to accommodate as many potential sources as possible in order to enhance competition.
