I have been reading Appendix A.1 of the BPPM to determine which clauses apply to a fuel supply contract and could not locate a definition of an "operational services" contract. Is a fuel supply contract an operational services contract?

The term "operational services" refers to services for the operation and maintenance of public transit vehicles. For example, many agencies contract with independent service providers for providing paratransit services. These contracts would be considered "operational services." Procurement of fuel and other commodities necessary to operate the vehicles are not considered "operational services." (Revised: July 2010)
