Is there ONE place that I can go to find information on federal requirements and best practices for small construction projects (e.g. sidewalk construction under $5000)? If yes, where? If no, then where do I begin?

There is no single source for all the information you will need to perform on a small construction project. The FTA Best Practices Procurement Manual (BPPM) would be helpful, but you will have to review the Table of Contents for material related to construction. For example, the required contract clauses in Appendix A.1 and the construction-related material elsewhere in the manual, such as sections 3.2 – Construction Contracts, 4.2 – Sealed Bids, and 5.2 – Construction Contract Changes.
