Recipient Resources

Because Region 9 is customer-focused and because we serve a large and diverse client portfolio, we want to provide some common resources focused on the particular needs and challenges of grant development and management in our Region. Check out the information below as well as the pages linked from the left navigation.

Note: These Recipient Resources are either linked from or reformatted existing resources and none are intended to conflict with statute or regulation. Please call if you have questions.

Apportionments

Congress appropriates FTA funding annually. FTA apportions program funding to states and urbanized areas per formula and makes it available to eligible recipients per program statute. FTA publishes notices in the Federal Register which announce the availability of apportioned funding by program and include links to the funding amounts in tables on FTA's website, identify available allocations of discretionary funds, and explain important program information -- including each program's multi-year Period of Availability to obligate the funds in a grant before they lapse.

Notices of Funding Opportunity

For some programs, FTA solicits competitive applications for discretionary selection. For many FTA grant Recipients, these represent additional opportunities to receive greater federal financial assistance above and beyond the formula apportionments. Check here regularly for the latest NOFOs and note the Close Dates for applications.

FTA Circulars

Circulars are FTA's official program guidance. These are usually the first resources that FTA staff refer to when you ask us questions. Please bookmark or download these documents (in Adobe PDF) for your regular reference when you have questions developing new grant applications and/or managing open grants. Typing <Ctrl><F> will become your best friend as you search for a particular term or phrase.

TrAMS Resources

Available on FTA's website at https://transit.dot.gov/trams, included are User Guides, Tip Sheets, Training Videos, timely Notices, and other helpful information to get you up to speed and deftly using FTA’s web-based platform to apply for and manage your federal transit grants.

ECHO Resources

For information about FTA's Electronic Clearing House Operation (ECHO), the web application that allows FTA grant recipients to request payments from their grant awards.

Program Oversight

FTA conducts regular oversight of grant Recipients. Learn about the different kinds of reviews FTA conducts and how to prepare for them.
