Performance Based Planning involves a strategic approach that uses data to support decisions that help achieve performance goals. This report to Congress, required by MAP-21 legislation, covers the effectiveness of performance-based planning processes of Metropolitan Planning Organizations and state Departments of Transportation and the extent to which they have achieved or made progress toward achieving performance targets.
