NEPA Readiness

To support environmental reviews required as part of NEPA, FTA is providing the following resources to project sponsors on activities related to the review process for FTA projects.

FTA has developed some Frequently Asked Questions to provide guidance on when projects are sufficiently developed for FTA to initiate the NEPA review of projects proposed to use FTA funding.

The NEPA Readiness Tools document provides a summary of tools available that can be used to help expedite project delivery for projects proposed to use FTA funding.

Notice of Intent Template

For environmental projects that require the development of an environmental impact statement, FTA is required to publish a notice in the Federal Register of its intent to initiate the process. Project sponsors may use this template to provide information to FTA on proposed projects that require the development of an environmental impact statement.

Funding Availability Template

FTA projects that require preparation of an environmental impact statement need to be evaluated as potential “major projects” pursuant to 23 U.S.C. 139(a)(7).  In addition, project sponsors may request that an environmental assessment also be considered for classification as a “major project.”  A major characteristic of a “major project” is identifying availability of funds sufficient to complete the project. Project sponsors may use this template to provide information to FTA to determine whether projects can be classified as “major.”
