Award Management Requirements Circular (5010.1E)
This FTA Circular is intended to assist recipients in administering FTA-funded projects and in meeting award responsibilities and reporting requirements. A checklist of elements that should be included in the Milestone Progress Reports (MPRs) can be found in Chapter III, Section 3 – Reporting Requirements.
Checklist for State Management Plans and Program Management Plans
This checklist can assist recipients that need to develop a Program Management Plan when passing Section 5310 and/or 5339 funds to subrecipients. No Program Management Plan is required for recipients that pass Section 5307 funds to subrecipients.
Disclosure of Lobbying Activities
If lobbying services for transit purposes are procured with non-federal funds, the recipient is required to submit this disclosure form, the Office of Management and Budget (OMB) Standard Form LLL.

The Federal Audit Clearinghouse (FAC) is an office within the United States federal government. In compliance with the OMB, the FAC is in charge of receiving, processing, and distributing to federal agencies the single audit reporting packages of thousands of recipients of federal assistance.
Federal Funding Accountability and Transparency Act Reporting System and Instructions
The intent of the Federal Funding Accountability and Transparency Act (FFATA) legislation requires information on federal awards such as federal financial assistance and expenditures be made available to the public through a single, searchable website, which is www.USASpending.gov. The FFATA Subaward Reporting System (FSRS) is the reporting tool federal prime awardees (i.e., prime contractors and prime grants recipients) use to capture and report subaward and executive compensation data regarding their first-tier subawards to meet the FFATA reporting requirements. Prime contract awardees will report against sub-contracts awarded and prime grant awardees will report against sub-grants awarded. The sub-award information is entered in FSRS.

FTA Construction Management Handbook 2016
The FTA sponsored and developed the Construction Project Management Handbook to provide guidelines to public transit agencies undertaking substantial construction projects either for the first time or with little experience in construction management.
