ASP Checklist for Rail Transit Agencies Serving Large Urbanized Areas and State Safety Oversight Agencies

FTA is providing version 4 of this Agency Safety Plan (ASP) checklist to assist Rail Transit Agencies (RTAs) that are large urbanized area providers with developing or updating their ASPs in accordance with the Public Transportation Agency Safety Plans (PTASP) final rule at 49 CFR part 673, published on April 11, 2024. State Safety Oversight Agencies (SSOAs) that must review and approve the ASP per the State Safety Oversight rule, at 49 CFR part 674, may also choose to use this checklist. Use of this checklist is voluntary.

If your RTA serves an urbanized area with a population of less than 200,000 (as determined by the most recent decennial Census) and does not also provide service in a large urbanized area, please see the ASP Checklist for Rail Transit Agencies Serving Small Urbanized Areas and State Safety Oversight Agencies.
