Mark Ferroni, Administrator for Planning & EnvironmentMark Ferroni, Associate Administrator for Planning & Environment

Mark Ferroni serves as the Associate Administrator for FTA's Office of Planning and Environment (TPE), providing executive direction to all FTA activities relating to transit and transportation planning and environment. The office administers a national program for the metropolitan and statewide planning process, Capital Investment Grants program and development of New Starts, Small Starts, Core Capacity and Expedited Project Delivery Pilot Program projects, and environmental programs and policies for all modes of public transit in the United States. Mr. Ferroni previously served as the Deputy Associate Administrator for TPE starting in November 2019. 

Mr. Ferroni has extensive experience in surface transportation, having served as a Senior Advisor for the Federal Highway Administration’s (FHWA) Office of Planning, Environment & Realty. At FHWA, he applied his broad knowledge of FHWA and other modal and intermodal programs, as well as state and local agency relationships to provide expert guidance to the office’s leadership.

Mr. Ferroni began his career in transportation as an environmental specialist for a private engineering consulting firm and made the switch to the public sector when he joined the Pennsylvania Department of Transportation in 2000 as their Noise Program Manager. Mr. Ferroni holds a Bachelor’s and Master’s of Science in Geo-Environmental Studies from Shippensburg University of Pennsylvania.

Megan Blum, Acting Deputy Associate AdministratorMegan Blum, Acting Deputy Associate Administrator

Megan Blum serves as the Acting Deputy Associate Administrator for FTA’s Office of Planning and Environment. In that role, she provides executive direction to all FTA activities relating to transit and transportation planning, environment and proposed major capital projects (New Starts, Small Starts and Core Capacity) in project development and engineering phases.

Prior to becoming the Acting Deputy AA for TPE, Ms. Blum served as the Director for FTA’s Office of Environmental Programs responsible for FTA’s environmental policy development and streamlining efforts.

Ms. Blum has also served as Deputy Associate Director for the National Environmental Policy Act (NEPA) at the Council on Environmental Quality from September 2016 through April 2017. She worked in the NEPA field for more than 19 years and has ensured environmental compliance for highway, tolling and transit projects through her various roles at the state of Maryland and FTA. 

Megan holds a Bachelor’s of Science in Environmental Studies and Political Science from Randolph Macon-College and a Master’s of Public Policy, Environmental Policy from the Johns Hopkins University.
