FTA’s Risk-Based Inspection Toolkit is provided as a tool for State Safety Oversight Agencies (SSOAs), the agencies that oversee safety at rail transit systems, to help develop risk-based inspection programs. The data-driven method relies on qualitative and quantitative analysis to inform inspection activities. The toolkit provides a guide to help SSOAs develop risk-based inspection programs that meet the requirements of FTA’s Special Directive on Risk-Based Inspections .
