The Financial Contractors' Guide for Conducting Financial Capacity Assessments (FCA) provides guidance on how to perform FCAs for FTA's Capital Investment Grants (CIG) Program. The guide assumes that the financial contractor and other users are professionals with financial analysis experience and knowledge of financing large transit capital infrastructure projects and the operation and maintenance of transit systems, as well as applicable federal regulations, policy, and guidance.
