This annual report to Congress on Before-and-After Studies summarizes the findings for three projects that opened to service in 2010 and 2011:

  • Mid-Jordan Light Rail Project; Salt Lake City, UT
  • Northshore Connector Light Rail Project; Pittsburgh, PA
  • Streetcar Loop Project; Portland, OR 

Before-and-After Studies help sponsoring agencies and FTA accumulate insights into the actual costs and impact of major capital investments.
