- If a proposal includes multiple named partners and receives an award, can the project move forward as bid with the named partners or will the eligible recipient be required to formally procure the services following award?

If a proposal includes multiple named partners and receives an award, can the project move forward as bid with the named partners or will the eligible recipient be required to formally procure the services following award?
If the named partner is an eligible public entity, they can be a subrecipient of the applicant. If the named entity is a private operator, then the service must be formally procured regardless of whether the partner is named in the application.
Can you rebrand existing infrastructure?
Yes, rebranding is an eligible capital project with the exception of marketing materials. Marketing materials are not eligible for funding under the Passenger Ferry program.
Can this grant be used to fund technology such as the IT infrastructure necessary to support fare collection on the ferry that can take credit card and utilize mobile phones?
Yes, IT technology is an eligible capital project.
Can the grant be used to study the connections?
No, planning activities ae not eligible under this competition.
Can the project be amended into the TIP/STIP after the award of the grant?
Yes, the project can be added to the TIP/STIP once a project is selected.
Is the Local 20% matching funding required to submit an application?
The application must identify and document the availability of the 20% local match.
What type of documentation needs to be included in the application to reflect the 20% local commitment?
Please refer to the NOFA for specific details on documenting local match. For example, if State funds are to be used, a letter from the State DOT would be a form of documentation.
Is the SF 424 form the only required supplemental form?
The application includes the SF-424, which includes the "Attachment Form", and the "Supplemental Form", where the project is described in detail. The supplemental form can be found here.
Is there a character/word limit for completing the various fields in the "Supplemental Form"? Can applicants attach other supporting documentation is available, such as maps?
There is a character limit in the supplemental form. Please keep your narrative responses to the selection criteria to these limits. Yes, you may attach other documents, such as maps and illustrations. These can be submitted using the same "attachments form" where you attach the supplemental form.
