Details: October 13, 2023. Notice of Funding Opportunity (NOFO): Solicitation of Project Proposals for the FY 2022 and FY 2023. The Federal Transit Administration (FTA) announces the opportunity to apply for up to approximately $5.1 million for a program lead to define and partner with a transit agency to demonstrate two commercially available advanced digital construction management systems applicable to the transit industry. Additional funding may be provided to implement additional ADCMS demonstration projects. See the Federal Register Notice. Summary: The Federal Transit Administration (FTA) announces the opportunity to apply for funding for a program lead to administer ADCMS demonstration projects and deliver other program requirements. FTA is exploring the use of ADCMS to promote field-tested advanced digital platforms to reduce costs and improve the project delivery timeframe for investments in public transit capital construction projects. The Bipartisan Infrastructure Law highlights the potential of accelerating advanced digital construction management systems to improve how transit agencies deliver capital construction projects by providing a digital platform that tracks all phases of the construction lifecycle. In response, FTA is funding at least two demonstrations of commercially available ADCMS in real-world settings. These projects will create living laboratories for demonstration and study of technical issues, user acceptance, costs, integration, workforce training and transition, and institutional issues, and will further assess the needs for policy and standards development.

Eligible Applicants: Eligible applicants for the ADCMS program are transit agencies, private for-profit and not-for-profit organizations, state or local government entities, and institutions of higher education. Applications must clearly identify the eligible applicant and all project partners on the project team. Applicants must serve as the program lead organization to deliver all components of the project, including recruitment and assembly of project partners, including transit agencies, to participate in the demonstration effort.

Dates: Applicants must submit proposals electronically by 11:59 PM Eastern Time on February 12, 2024. Any organization intending to apply should initiate the process of registering on the Grants.Gov site immediately to ensure completion of registration before the submission deadline.
