FTA’s Office of Civil Rights is responsible for monitoring FTA grant recipients and transit vehicle manufacturers’ DBE programs and ensuring their compliance with USDOT’s DBE regulations. On April 9, 2024, the Department published a DBE Final Rule to modernize and streamline the DBE program regulations.
