This notice announced the publication of the circular C 5800.1 which takes effect on August 1, 2007.
The Federal Transit Administration (FTA) has placed in the docket and on its Web site final guidance in the form of a circular to address safety and security management in capital projects covered under 49 CFR part 633, ``Project Management Oversight.'' This FR provides a summary of the final circular and addresses comments FTA received in response to the October 11, 2006 Federal Register Notice (71 FR 43280).
On June 21, 2007 FTA issued a final version of the circular, Safety and Security Management Guidance for Major Capital Projects. In this circular, the Federal Transit Administration (FTA) provides safety and security guidance for recipients with major capital projects covered by 49 CFR part 633, “Project Management Oversight.” This circular identifies specific safety and security activities that a recipient must perform and document in a Safety and Security Management Plan (SSMP). In this circular, FTA explains that the SSMP is part of the recipient’s Project Management Plan (PMP). As part of the PMP, the SSMP must be updated whenever the PMP is required.
Cancellation: This circular cancels Chapter II, Section 6 of FTA’s Full Funding Grant Agreement (FFGA) Guidance Circular 5200.1A, dated December 5, 2002.
This Circular is effective August 1, 2007.
