The Transit Greenhouse Gas (GHG) Emissions Estimator (Estimator) is a Microsoft Excel-based spreadsheet tool that allows users to estimate the partial lifecycle GHG emissions generated from and the energy used in the construction, operation, and maintenance phases of a project across select transit modes. Users input general information about a project, and the Estimator calculates annual GHG emissions by project phase.

The tool was developed in connection with the Greenhouse Gas Emissions from Transit Projects Programmatic Assessment. The tool provides a resource to generate coarse but informative estimates of GHG emissions using limited project information and can be used for a broad range of transit projects. In no case is the use of this tool mandatory, and transit agencies should work with their FTA Region to determine whether to conduct project-specific analyses of GHG emissions and the best approach for doing so. State and local requirements for GHG analysis may exist that influence the type of analysis that is conducted as part of the NEPA review of a project.
