User Managers have system permissions to create, update, and deactivate user accounts for their individual agency. To designate a User Manager, please incorporate the attached template Designation Letter language on your organization's letterhead and have your CEO sign it. When finished, send the completed letter to either your agency’s assigned analyst or the NTD HelpDesk at NTDHelp@dot.gov.
